Show Drawing Rulers

1. Added two new properties in the equipment library NudgeHorizontalTextLocation and NudgeHorizontalConnectorLocation allow you to fiddle the horizontal positioning of the Port name and connector.
2. Added magnifier and ruler to drawing environment.
   1. Added User Drawing setting for ruler show and width in pixels.
3. Modified the equipment library to fix issue with too much block displayed below last pin when using a vertical pin spacing != 1.
4. Added MouseWheelZoomScale setting in User Drawing settings. setting to 1.2 is a forward 20% zoom. Setting to .8 is a reverse 20% zoom.
5. Add drawing ARCHIVE folder in project folder. Every time you save a drawing a copy is placed here.
6. Added application level settings to preset the New Project Wizard database mode.
7. Added Equipment Library Button to top level Advanced Tools toolbar.
8. Smoother scroll bar action.
9. Exposed methods to save drawing as wmf, emf, png, bmp, svg, dwf and more.
10. Added new Print Preview (beta) dialog that remembers your settings.
